Local and Community Development Programme (LCDP)
The Local and Community Development Programme is delivered in Co. Clare by CLDC. At national level, the programme is managed by Pobal on behalf of the Department of Environment, Community & Local Government. It is the successor to the Local Development Social Inclusion Programme and the Community Development Programme and forms part of the National Development Plan 2007-2013.
Aim
The Local and Community Development Programme aims to tackle poverty and social exclusion through partnership and constructive engagement between government, its agencies and people in disadvantaged communities.
Target Groups and Areas
The programme supports marginalised people and groups within the most disadvantaged communities in the county, which means that it targets those furthest from access to education, training and employment, and those at highest risk of social exclusion. Target groups in Clare include long term unemployed, disadvantaged young people, older people, carers, lone parents, travellers, low income farm households and residents of the Ennis RAPID area.
The programme will work with target groups, areas and issues prioritised under the previous programmes as well as expanding some services into new areas of the county. Priority will be given to target groups and areas which have greatest need.

Promote awareness, knowledge and uptake of a wide range of statutory, voluntary and community services.

Increase access to formal and informal educational, recreational and cultural activities and resources.

Increase people’s work readiness and employment prospects.

Promote active engagement with policy, practice and decision making processes on matters affecting local communities.
New Strategic Plan
CLDC is currently working on a new three year strategic plan for the LCDP in Co. Clare. We have consulted with a wide range of community and voluntary groups, and support organisations around the county to help us identify the priority target groups and areas of the county most in need. CLDC Objectives
Objective 1: Progression from Unemployment to Employment and Self-Employment
Increase the number of Long Term Unemployed People and Farm Families on Farm Assist in prioritised areas who are prepared for employment and self-employment.
Objective 2: Developing Effective Community Groups
Increase number of, and support to, effective community groups in prioritised areas for dialogue between policy makers, providers and local communities.
Objective 3: Reducing Early School Leaving
Increase opportunities for young people at risk of early school leaving in prioritised areas to take part in informal education opportunities that will reduce their risk of leaving school.
